Packaging is unusual among passport subjects because the obligation does not attach to the product a consumer bought. It attaches to the box, the bottle, the cap and the label separately.
That granularity is what makes packaging data work difficult, and it is also what makes a single dataset unusually valuable once it exists.
The unit of obligation is the component
A packaged product is several packaging items, each with its own material, weight and fate, and each assessed independently for recyclability and fee purposes.

The fourth row is the clearest example of a component defeating the whole pack. A full-body shrink sleeve can prevent optical sorting from identifying the bottle underneath, so a recyclable bottle is rejected because of a decorative decision.
Where the data actually lives
Most brands hold complete packaging information and hold it in forms nothing can query.
- Artwork files — dimensions and decoration, held by a design agency.
- Supplier drawings — construction and materials, held as PDFs by procurement.
- Purchasing records — what was bought and in what quantity, without material detail.
- Specification documents — accurate, current for some packs and stale for others.
- Somebody’s spreadsheet — the weights used for last year’s reporting, unversioned.
The last item is worth naming plainly because it is nearly universal. Packaging reporting is frequently produced once a year by one person reconciling several of these sources by hand, which works until that person leaves or the volume of reporting increases.
Separability matters more than material
Recyclability assessment turns on whether components separate during collection and sorting, not on whether each material is theoretically recyclable.
This is why adhesive choice, label material and sleeve coverage receive attention out of proportion to their mass. A few grams of the wrong film changes the classification of a pack weighing many times more.

The reason component-level pack data is the highest-return work available is that four separate requirements draw on exactly the same fields.

Consumer guidance is market-specific
The disposal instruction a consumer needs depends on what their local collection accepts, which varies between and within member states.
This is a genuine advantage of a digital record over printed instructions. A printed symbol has to be correct everywhere the pack is sold, so it defaults to the most generic guidance available. A resolvable record can give the instruction that applies where the person is standing.
It is also the part most likely to be got wrong, because it requires maintaining collection data per market rather than describing the product, which is a different kind of data problem than the rest of the record.

The structure that works treats each physically separable part as a component with material, weight, decoration and attachment method, and records how components relate. Getting that structure right on twenty packs is worth more than a partial record across two thousand, because the structure is what everything else depends on.
One structural decision deserves settling explicitly at the outset: whether a component that is theoretically separable but never actually separated by consumers counts as separate. A metal closure liner is a distinct material and nobody removes it, so recording it as separable describes an outcome that does not happen.
The defensible answer is to record the physical construction accurately and to record the expected consumer behaviour as a distinct attribute. Conflating the two produces a recyclability figure that reflects an idealised disposal that no market achieves, and it is the kind of optimism a fee auditor will eventually question.
That distinction also makes the record useful for design work. A team can see which packs depend on consumer separation to achieve their recyclability class, which is exactly the list worth redesigning first, because those are the packs whose declared performance is most fragile.
