EPR Registration in Portugal
Portugal registers producers on the environment agency platform and licenses competing schemes per stream. Where SILiAmb fits, and which scheme takes you.
Portugal requires producers to register through SILiAmb, the electronic platform of the Portuguese Environment Agency, and to join a licensed management entity for each waste stream they place on the market. Portugal combines a single state platform with a competitive market of compliance schemes. The Portuguese Environment Agency — the APA — holds the register and receives the reporting through its electronic platform, and producers meet the operational obligation by joining a licensed management entity for each stream.
The two halves are easy to conflate, and the platform is also easy to underestimate: it is not only where you register but where the annual declaration is filed.
SILiAmb: the platform

A producer creates an account on the platform, registers for each relevant stream, and thereafter files the annual declaration there. The management entity the producer has joined is recorded against the registration, so the platform knows both who you are and how you comply.
Because registration and reporting share a system, an inconsistency between what the entity has invoiced and what the platform has been told is visible to the agency without inspection.
Management entities: a licensed market
Portugal licenses management entities per stream, and more than one may hold a licence for the same stream. Producers choose among them on price and service; the obligation is set in law and is the same whichever entity discharges it.

The licences are periodic. A management entity operates under a licence with a term, and the licence sets targets and conditions the entity must meet. A producer should confirm that the entity it joins holds a current licence for the stream in question, because an expired licence leaves the members without a compliance route.
Packaging: what the fee and the declaration need
The packaging fee is charged by material and weight, and the entities differentiate by recyclability in the same direction as France, Italy and Belgium. The declaration is by material, for packaging placed on the Portuguese market, and distinguishes household from commercial packaging.
For a producer serving Portugal and Spain together, the two declarations draw on the same product data with different market filters, and the Spanish plastic packaging tax is the item that does not carry across — Portugal has no direct equivalent.
Electrical equipment and batteries
Electrical producers register per category on the platform and join a licensed entity for the stream. Batteries are registered separately, including those built into imported equipment, and the importer is the battery producer for those.
Portugal has also required visible consumer-facing environmental contributions on electrical equipment at points of sale, which means classification errors surface on receipts rather than only in audits.
Deposit return
Portugal has legislated for a deposit return system for beverage containers and has run pilots, with the mandatory system’s start date having moved. A beverage producer should track the current position rather than assume either that it applies or that it does not.
The planning point is the same as elsewhere: container-level identification and marking are artwork decisions with print lead times, and a producer designing packaging for Iberia is better served designing for the deposit case now.
Producers outside Portugal
A producer without a Portuguese establishment appoints an authorised representative, who registers on the platform and joins the management entities on the producer’s behalf. Distance selling directly to Portuguese consumers creates the obligation for the seller.
Companies serving Portugal from Spain frequently assume the Spanish product register reaches across the border. It does not; the Iberian market is two registers, two sets of entities and two declarations.

The fifth step is where the platform’s shared nature bites. The declaration and the entity’s invoices describe the same tonnages, and a difference between them is a question the agency can ask without leaving its desk.
How the licensed market changes the fee
Because Portugal licenses more than one management entity for packaging, the fee is not set by the state but by each entity within the terms of its licence. Entities compete on the ecovalue per material and on service, and a producer can move between them at the end of a contract period.
The licence terms nevertheless set the framework: the recovery targets each entity must meet, the reporting it must submit, and the basis on which it may differentiate fees. Eco-modulation by recyclability is part of that framework, so a pack that is hard to recycle attracts a higher ecovalue with every licensed entity, not only with one.
The practical effect is that choosing an entity is a commercial decision with a regulatory floor. The floor is identical across entities; the difference is price, reporting tooling and the quality of the data the entity hands back to you at year end.
What goes wrong
- Treating the SILiAmb registration as the obligation, when it only creates the account through which the obligation is declared.
- Contracting with one management entity for packaging and assuming it also covers electrical equipment or batteries, which are separate licences.
- Reporting Iberian totals rather than Portuguese ones, which overstates the fee and misreports market share.
- Missing the annual declaration deadline because the reporting calendar was inherited from a different market.
Keeping the account current
The SILiAmb account is the record the agency works from, so it has to reflect the company as it is: the producer entity, the streams in scope and the management entity for each. A change of entity at contract renewal is a change in SILiAmb too, and an account that still names the old entity is the usual origin of a declaration that lands with the wrong scheme.

No. The Ponto Verde symbol is a trademark licensed to members of the Green Dot system. It is neither the registration nor evidence of compliance in itself, and using it without membership infringes the trademark on top of the regulation. Registration on SILiAmb and entity membership are what compliance consists of.
We are registered in Spain. Does that cover Portugal?
No. Iberia is two registers, two sets of licensed entities and two declarations. A producer placing goods on the Portuguese market registers on SILiAmb, through an authorised representative if it has no Portuguese establishment. The Spanish plastic packaging tax has no Portuguese equivalent, so that item does not carry across either.
