A building is the largest accumulation of material most organisations own, and almost none can say what is in one. The material passport is the attempt to change that, and it faces an unusual economic problem.

What a building passport records

The content differs from a product passport in an important way. Knowing what a material is turns out to be less than half of what a future recoverer needs.

What a building material passport records, and why each element is needed

The fourth row is the decisive one and the one most often omitted. A steel beam that is bolted comes out intact and can be reused; the same beam welded into a frame comes out as scrap, and the difference was decided at the design stage.

It aggregates rather than replaces

A building passport is not a separate data model competing with product passports. It is a structure that references them, adding the information only the building knows.

Each layer holds what only it can know.

The second layer is the gap in practice. Manufacturers increasingly publish product data and nobody systematically records where the product ended up, which means the chain breaks at the point of installation rather than at the point of manufacture.

The timing problem

This is the genuine obstacle and it is economic rather than technical. The cost of creating a material passport falls on whoever constructs the building; the benefit accrues to whoever demolishes it, decades later, who is frequently a different organisation entirely.

This is why the mechanisms that make material passports happen are regulatory or contractual rather than voluntary. Public procurement requirements, planning conditions and green building certification schemes all impose the cost on the party that would not otherwise bear it.

The near-term value that does exist

The fifty-year argument is the weakest case to make internally. Several benefits arrive far sooner and are more persuasive to whoever signs the budget.

  • Refurbishment — buildings are altered every ten to fifteen years, and knowing what is behind a wall reduces survey cost each time.
  • Hazardous material management — knowing where asbestos, lead paint or treated timber sit is a safety and cost issue now, not later.
  • Insurance and valuation — documented construction supports both, particularly for unusual structures.
  • Certification credits — several green building schemes award them directly.
  • Embodied carbon reporting — increasingly required, and it needs the same material quantities.

The last point is the strongest lever currently available. An organisation that has to report embodied carbon must quantify materials anyway, and having done so, recording where each one sits is a marginal addition rather than a new exercise.

Existing buildings are a survey problem

For a building already standing, there is no data to structure. The information has to be produced, and producing it means physical investigation.

Drawings, where they exist, describe what was intended rather than what was built, and buildings are altered repeatedly without record. A pre-demolition audit is the established form this takes, and it happens far too late to influence anything except how the material is separated.

The pragmatic approach for existing stock is incremental: record what is discovered during each refurbishment rather than attempting a comprehensive survey. Over several cycles this produces a usable record at close to zero marginal cost.

Regulation (EU) 2024/3110 introduces product-level passports for construction products and addresses reuse of used products, which is the supply side of the same problem.

A recovered steel section whose original declared performance remains retrievable can re-enter regulated use; the same section without that evidence cannot. The building passport is what preserves the link between the product record and the physical item across the decades in between.

That link is fragile in a specific way worth naming. It survives only if somebody records, at installation, which product identifier went into which structural element, and that is a site process rather than a design or manufacturing one.

Site processes are where records are most often lost, because the people doing the work are measured on completion rather than on documentation. Any building passport programme that does not solve for that will produce an elegant model with nothing reliable inside it.
